9. In view of the promises contained in the despatch of the Comptroller and Auditor General dated the 1st May, 1910, it would appear that we, the undersigned, were automatically entitled to duty pay of £100 per annum sach, and to salary at the same rate as the Third Class Codets, and in this connection we beg to call attention to the following remarks of His Excellency Sir Frederick Lugard, G.C.M.G., then Governor of Hongkong, at the meeting of the Legislative Council at which the Duty Pay Scheme was adopted.
"The Secretary of State desires that this system of duty pay should extend to all branches of the Service* (Hongkong Hansard 6th July, 1911, page 129).
10. Such however was not the case, and although the question of an increase of our emoluments has formed the subject matter of considerable correspondence, until very recently all applica- tions have been refused in a very definite fashion. Now, however His excellency the Governor has been pleased to approve of the inclusion in the Estimates for 1918, of duty allowance of £60 per annum for each Assistant Auditor.
11. We respectfully submit that His Brcellency's decision in this Hatter is contrary to the terms of our employment and to the desires of the Secretary of State as expressed by Sir Frederick Lugard, and that we are entitled to be treated at least
on an equality with the Third Class Cadets, most of whom are
at present very much our juniors in the service.
12. Apart however from any question of right we submit that our emoluments are inadequate from a financial point of view
